If you count phone calls received in an hour, the result might be zero, one or two, but not one and a half calls. The value is numerical and the possible counts are separate. That makes it discrete quantitative data.
A measurement such as elapsed time is different: it can in principle take values between the marks you display, even if you round it to whole minutes. Asking whether a number is counted or measured helps you choose how to record and analyse it.
