An effective paragraph develops a recognisable point. Its sentences may introduce a claim, explain it, provide evidence and show why that evidence matters. Their order should make the reader’s next question easier to answer.
Length alone is a poor test. A short paragraph can be complete, while a longer one may be carrying several unrelated jobs. When revising, try summarising each paragraph in the margin. If the summary needs two disconnected ideas, consider splitting or reorganising it.
